Is the cost of gasoline included in the rental fee?

Outside of a few package plans, gas is at your own expense, and the expectation is a full tank both when you pick up the car and when you bring it back. Return it less than full and we'll bill you from our rate card, but once the handling fee is added that ends up considerably more expensive than just filling it yourself beforehand.
